A punch list is items remaining before substantial completion. A warranty list is post-completion issues during the warranty period (typically 1 year).
Industry rule: 30 days from substantial completion to clear the punch list. Anything longer signals workflow problems.
Usually the GC and owner walk it together. The architect or PM may add items.
